Hurricane Matthew has left 23 dead and three missing in Haiti, an official said, warning the toll could rise as communications were re-established with the hardest-hit part of the country.

"These figures... do not take into account data from the department of Grande Anse," which was in the eye of the storm, civil protection spokesman Edgar Celestin said late Wednesday.
