House of Representatives Speaker Ali Abdel Aal refused to allow voting by proxy during a session on Monday, saying that the parliament’s internal regulation does not permit it.

Every lawmaker has to be present to vote in person, Abdel Aal said.

The ratification of the draft law on illegal migration requires the approval of two thirds of the votes, he said.
