Kenya government announced a dusk to dawn curfew in four counties in the northeastern area as troops try to rescue hostages from a university taken by Al-Shabaab gunmen early Thursday.
The Somali radical group stormed the institution's gate through a nearby mosque, said Interior Cabinet Secretary Joseph Nkaissery. In the process he said they killed two guards and preceded to the students hostels.
Al-Shabaab has claimed responsibility for the attack, saying they released 15 Muslims and warned that Kenyans will be shocked when they eventually go into the college.
The Kenyan police later circulated a photo of a senior Al- Shaaab leader, whom they believe is behind the university attack in Garissa.
Interior Ministry said at least 70 people has been killed and over 500 of the 815 students have been accounted for.
Four terrorists have also been confirmed dead.
